quotes the upper cup rotates in a circle... the hole is off center... if the hole is not at either the 12 or 6 o'clock position, it's not aligned, it is off axis. edit: please explain how this magically keeps the steerer perpendicular to the ground at all times. thanks

Straight slacken or steepen, as anywhere in between you fork would not be straight up and down (perpendicular)... Total face palm for the engineer that designed this!
